कोयला गैसीकरण को मिली नई गति : केंद्र सरकार की 37,500 करोड़ रुपये की महत्वाकांक्षी योजना को मंजूरी

बिलासपुर । प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने देश में सतही(सरफेस) कोयला/लिग्नाइट गैसीकरण परियोजनाओं को बढ़ावा देने के लिए 37,500 करोड़ रुपये की महत्वाकांक्षी योजना को मंजूरी प्रदान की है। यह योजना वर्ष 2030 तक 100 मिलियन टन कोयला गैसीकरण के राष्ट्रीय लक्ष्य को गति देने, ऊर्जा सुरक्षा मजबूत करने तथा एलएनजी, यूरिया, अमोनिया और मेथेनॉल जैसे उत्पादों के आयात पर निर्भरता कम करने की दिशा में एक महत्वपूर्ण कदम मानी जा रही है।
इस योजना के अंतर्गत लगभग 75 मिलियन टन कोयला/लिग्नाइट गैसीकरण क्षमता विकसित करने का लक्ष्य रखा गया है। योजना के तहत नई परियोजनाओं को प्लांट एवं मशीनरी लागत का अधिकतम 20 प्रतिशत तक वित्तीय प्रोत्साहन प्रदान किया जाएगा। परियोजनियों का चयन पारदर्शी एवं प्रतिस्पर्धात्मक बोली प्रक्रिया के माध्यम से किया जाएगा।
केंद्र सरकार द्वारा कोयला गैसीकरण क्षेत्र में दी जा रही इस नई गति का प्रभाव देश की प्रमुख कोयला कंपनियों में भी दिखाई दे रहा है।
इसी क्रम में साऊथ ईस्टर्न कोलफील्ड्स लिमिटेड (SECL) द्वारा भी कोयला गैसीकरण की संभावनाओं पर कार्य किया जा रहा है। SECL के भटगांव क्षेत्र स्थित महामाया खदान में कोल गैसीफिकेशन की संभावनाओं का परीक्षण एवं अध्ययन किया जा रहा है। यह पहल भविष्य में कोयले के वैकल्पिक एवं स्वच्छ उपयोग की दिशा में महत्वपूर्ण साबित हो सकती है।
कोयला गैसीकरण तकनीक के माध्यम से कोयले को ‘सिंथेसिस गैस’ (Syngas) में परिवर्तित किया जाता है, जिसका उपयोग उर्वरक, रसायन, ईंधन तथा अन्य औद्योगिक उत्पादों के निर्माण में किया जा सकता है। इससे न केवल आयातित ईंधनों पर निर्भरता घटेगी, बल्कि देश में वैल्यू एडिशन एवं औद्योगिक विकास को भी बढ़ावा मिलेगा।
सरकार के अनुसार इस योजना से लगभग 2.5 से 3 लाख करोड़ रुपये तक का निवेश आकर्षित होने की संभावना है तथा लगभग 50 हजार प्रत्यक्ष एवं अप्रत्यक्ष रोजगार सृजित होंगे। साथ ही कोयला उत्पादक क्षेत्रों में आर्थिक गतिविधियों को भी नई गति मिलेगी।
भारत के पास लगभग 401 बिलियन टन कोयला एवं 47 बिलियन टन लिग्नाइट भंडार उपलब्ध हैं। ऐसे में कोयला गैसीकरण को ऊर्जा सुरक्षा, आत्मनिर्भर भारत एवं ‘मेक इन इंडिया’ अभियान के लिए एक महत्वपूर्ण रणनीतिक पहल माना जा रहा है।

The Union Cabinet, chaired by Hon’ble Prime Minister Shri Narendra Modi, has approved an ambitious scheme with a financial outlay of Rs.37,500 crore for promotion of surface coal/lignite gasification projects in the country. The scheme is considered a significant step towards achieving the national target of 100 Million Tonnes of coal gasification by 2030, strengthening energy security and reducing dependence on imports of products such as LNG, urea, ammonia and methanol.
Under the scheme, a target has been set for developing coal/lignite gasification capacity of approximately 75 Million Tonnes. Financial incentives of up to 20% of the plant and machinery cost will be provided for new projects. The projects will be selected through a transparent and competitive bidding process.
The renewed thrust being given by the Government of India to coal gasification is also reflecting across major coal companies in the country.
In this direction, South Eastern Coalfields Limited (SECL) is also exploring the possibilities of coal gasification. Studies and assessments are being carried out for coal gasification prospects in Mahamaya mine of SECL’s Bhatgaon Area. The initiative may prove significant towards cleaner and value-added utilization of coal in the future.
Through coal gasification technology, coal is converted into ‘Synthesis Gas’ (Syngas), which can be used for production of fertilizers, chemicals, fuels and various industrial products. This would not only help reduce dependence on imported fuels, but also promote value addition and industrial development within the country.
According to the Government, the scheme is expected to attract investments worth around Rs.2.5 to 3 lakh crore and generate nearly 50,000 direct and indirect employment opportunities. It is also expected to accelerate economic activities in coal-bearing regions.
India possesses nearly 401 billion tonnes of coal reserves and around 47 billion tonnes of lignite reserves. In this context, coal gasification is being viewed as a major strategic initiative towards strengthening energy security and advancing the vision of Atmanirbhar Bharat and Make in India.
